Oya stone is the soft volcanic tuff that Utsunomiya is built out of, and Oya-ji is where it was first carved. The temple's main hall is built directly against a cliff face, and inside it, cut into the rock rather than placed in front of it, is a standing Senju Kannon dated to the Heian period — one of the oldest stone Buddhist images in Japan. Three further groups of reliefs are carved into the same wall, worn and shadowed and impossible to photograph properly, which is part of why so few people know they exist.

Outside the temple gate, and free to look at, stands the Heiwa Kannon: 26.93 metres of Oya stone carved directly out of a quarry face between 1948 and 1954 as a memorial to the war dead, with a walkway up the side to shoulder height. Between the cliff Buddha, the quarry Kannon and the underground quarry museum ten minutes away, this small district is the most concentrated stone landscape in eastern Japan.

Access Information

Oya-machi, Utsunomiya, roughly 8 km west of the city centre. Around 30 minutes by bus from JR Utsunomiya Station, or 20 minutes by car. Admission ¥500. Open 8:30 AM – 4:30 PM from April to September and 9:00 AM – 4:30 PM from October to March, with reception closing 20 minutes before. Closed Thursdays, except when the Thursday is a national holiday, and December 26–31. The Heiwa Kannon outside the temple is free.

**The Kannon inside is the reason to pay.** The free Heiwa Kannon outside is the one on the postcards; the Heian-period Senju Kannon carved into the cliff inside the hall is the older and more remarkable object. Skipping the ¥500 and only seeing the outdoor statue is a common and unfortunate shortcut. **Photography is limited inside.** The rock-cut images are in a dim hall and restrictions apply. Look properly rather than through a screen; there is not much to be gained by trying. **Climb the Heiwa Kannon walkway.** Steps run up the side of the statue to about shoulder height, giving a view back over the quarry district. Free, and takes five minutes. **Combine with the quarry museum.** The Oya History Museum, the vast underground quarry chamber, is about ten minutes away and is what most people come to Oya for. Temple first, quarry second — the temple explains what the stone is, and the quarry shows what was done with it. **Closed Thursdays.** An unusual rest day that catches people combining Oya with a midweek Nikko trip.
