Taro built the largest tsunami sea wall in Japan — two and a half kilometres of concrete, ten metres high, in an X across the front of the town — and called itself the tsunami defence capital. In March 2011 the wave went over it. The town behind was destroyed.

The Taro Kanko Hotel is what the city kept. The lower two floors were stripped to their frames and the upper floors survived, and it stands on the shore exactly as the water left it. The owner filmed the wave from the sixth floor and that footage, never released to broadcasters, is shown to visitors inside. The exterior can be seen freely; going inside means booking the Manabu Bosai guided programme, which is priced per group and runs from the sea wall down to the building.

Taro Nohara 80-1, Miyako, on the shore at Taro. Reachable by Sanriku Railway to Taro Station, or by car. The exterior can be viewed freely at any time; interior access requires advance booking on the Manabu Bosai guided programme. From 1 June 2026 the standard 60-minute course is ¥5,000 for 1–9 people, ¥8,000 for 10–19 and ¥10,000 for 20 or more; the 90–120 minute eco course is ¥12,000, ¥16,000 and ¥20,000 on the same bands. Book through the Miyako Tourism and Culture Exchange Association, 0193-77-3305, 9:00 AM – 4:00 PM, or to 3:30 PM from November to March.

Guide d'initié

**The interior needs booking.** Phone in advance. Turning up gets you the outside of the building, which is powerful but not the programme. **The footage is the reason to go inside.** Filmed from the sixth floor as the wave came in, and never given to broadcasters. It is shown only on the guided tour. **Prices are per group, not per person.** ¥5,000 covers up to nine people on the 60-minute course, which makes a small group cheap per head. **Start at the sea wall.** The guide takes you along the two-and-a-half-kilometre defence first. Understanding what the town had built is what makes the hotel comprehensible. **Taro means the phrase tsunami tendenko.** Each person runs for themselves, immediately, without waiting for family. It is the central lesson the guides teach and it is not a comfortable one.
