오타루 운하(小樽運河)는 메이지 시대의 석조 창고들이 보존된 채 늘어선 1.3km 길이의 수로로, 지금은 레스토랑・카페・상점으로 개조되었다. 1923년 배에서 창고로 화물을 옮기기 위해 건설되었으나, 1960년대 도시 근대화 과정에서 매립될 위기에 처했다. 시민들의 반대 운동으로 운하가 살아남았고, 1980년대에 창고들이 복원되며 홋카이도에서 가장 많이 사진에 담기는 풍경 중 하나가 되었다.
운하는 산책로를 따라 63개의 가스등이 잔잔한 수면에 비치는 해질 무렵이 가장 낭만적이다. 겨울(12~2월)의 설경은 특히 마법 같다 — 눈송이가 조용히 내리고, 등불은 호박빛으로 빛나며, 정적은 눈을 밟는 발소리로만 깨진다. 아사쿠사바시(浅草橋)에서 창고들을 바라보는 풍경이 이곳의 상징적인 엽서 사진이다.
