Biwako Valley (びわ湖バレイ) is a year-round mountain resort at 1,100m elevation on Horai Mountain, overlooking Lake Biwa. The resort features observation decks, restaurants, and adventure activities including the 'Biwako Terrace' — multiple elevated viewing platforms with cafe seating. Winter brings skiing/snowboarding (December–March); summer offers zip lines, alpine slides, and hiking. The ropeway from base to summit provides dramatic ascent with Lake Biwa views expanding as elevation increases.
The resort's main draw is the panoramic perspective — from Horai summit, Lake Biwa appears in full scale with Otsu city, surrounding mountains, and on clear days, Kyoto visible in distance. The terrace seating areas allow leisurely appreciation of the view with coffee and pastries. The combination of adventure activities and relaxed observation makes Biwako Valley popular with couples, families, and outdoor enthusiasts.
