Kitano Ijinkan (北野異人館) is a hillside district of European-style mansions built in the 1880s–1900s for Western merchants, diplomats, and traders when Kobe opened as an international port. Over 20 preserved mansions showcase Victorian, French Renaissance, and American Colonial architecture — painted in pastel colors and surrounded by gardens overlooking Kobe Port.
Each mansion operates as a museum displaying period furniture, artwork, and daily life artifacts from Meiji-era foreign residents. The Kazamidori-no-Yakata (風見鶏の館, Weathercock House) with its distinctive rooster weathervane is the district's symbol. The blend of Western architecture and Japanese hillside setting creates unique cultural landscape.
