東京都廳有兩座243公尺高的塔樓,各在45樓設有免費展望台。展望台360度俯瞰東京——晴天時可望見100公里外的富士山。視野涵蓋新宿摩天樓群、東京鐵塔、東京晴空塔,以及延伸至地平線的無盡都市。北塔開放至23:00,是東京最佳的免費夜景。
建築本身是丹下健三設計的粗獷主義堡壘,1990年落成,作為東京都政府總部。這兩座展望台的遊客遠少於東京鐵塔或晴空塔(兩者門票¥1,000–3,000),是在地人才知道的高空看東京秘境。朝西面向富士山的夕陽景致尤其搶手。
